One of my prof's once argued that every title should propose, and partially answer, a question. What's the question in "the (second) best we can"? What is its answer?

I have a B.A. in anthropology from Dartmouth College. I believe that stupidity is not as common as others would have you believe, it's just that people aren't motivated to use the gifts they are given. Motivating them, and trying not to make unnecessary enemies in the process, is one of my goals. I also recognize that others need to motivate me.
